Well, MAYBE the explosives were set to slow burn. MAYBE they were coated with marzipan and then suddenly shut down. MAYBE a heroic/unscrupulous person hunted each and every bomb down and turned them off.
MAYBE time is all an illusion formed by a grand overseer, the one who dictates which actions occur.
But who knows?
MAYBE Jojo put all of the explosives in a large pile and someone went and deactivated all of them. MAYBE Jojo is terrible at what he’s best at.
